chroot to build for lsb 3.2

After browsing the instructions on the website and downloading various packages I'm a bit confused on how I can get LSB 3.2 chroot build environment for myself.

I installed SDK but it seems to contain support for "lsbcc approach" only.   I would like to use gcc etc for building unmodified packages in isolated chroot environment instead of using lsbcc on my Ubuntu Hardy install. From here I understand that chroot approach is supported too but the SDK i.e. lsb-build-nnn packages didn't contain /opt/lsb-buildenv-ia32/ directory mentioned in the instructions.  I install sample implementation packages from here too but that did not seem to contain compiler and development files.
